Dr. Ronald Abrams, CEP

Bio:  Dr. Ron Abrams, CEP has an academic background that provides him with skills in biology, ecology and environmental policy.  He obtained degrees from Washington & Lee University (History/Politics, 1972), from the University of Cape Town (Zoology, 1976), a Masters from West Virginia University (Biology, 1979) and a Ph.D. in Ecology from the University of Cape Town in 1985.  His graduate research took him to temperate, polar and tropical ecosystems, in the northeastern U.S., the Caribbean and eastern and southern Africa, from where he traveled to sub-Antarctic islands on research vessels studying the pelagic ecology of seabirds and mammals.  He is widely published in his specialty, ecosystem analysis, and teaches in the Graduate Environmental Science program at Long Island University. 

After 15 years in academia, Dr. Abrams joined NYS DEC in 1985 as a Supervisor in the Division of Fish and Wildlife, directing the completion of the State’s wetland mapping for New York City.  After 1986, he joined Dru Associates, and has specialized in applied ecological research, including endangered species, habitat protection, habitat restoration, wetland delineation, permitting and mitigation for a wide array of clients, including Federal, State and municipal contracts.  The company has now participated in the design and construction of golf courses with some of the world’s leading golf course architects, including Robert Trent Jones, Rees Jones, Ben Crenshaw, Roy Case and the Roger Rulewich Group.

Dr. Abrams has accumulated extensive experience in the ecology of sensitive habitats and remote sensing applications (from experience with BIOMASS in Antarctica and the Southern Ocean in academia and from wetland mapping technology used with NYS DEC).  As an ecological practitioner, he has developed expertise in the planning of, and implementation of “hands-on” habitat protection, restoration and especially wetland construction.  Dru Associates has developed into one of the few companies that will stay with wetland projects from “cradle to grave”, beginning with delineation, following through with permitting and finally supervising and executing construction contracts, with a focus on golf courses built on sensitive lands. Bio:  Michael D. Adams, CEP is employed by the the St. Johns River Water Management Distrist in Palatka, Florida. He serves as an Intergovernmental Coordinator responsible for fostering cooperation with local government and community leaders to manage today's water resources issues through sound science, postive communication and proactive education. He's earned a Bachelors of Science degree in Biology (minor in Anthropology) from Gannon University in Erie, Pennsylvania in 1979 and a Masters of Science degree in Environmental Management from Central Michigan University, in 1987. His professional credentials include: Certified Environmental Professional (CEP) in 1989, Natural Resources Conservation Service (NRCS) Soil Scientist Consultant, in 1991, and Registered Sanitarian, in 1982. Adams has been working in the environmental/natural resources field since 1980. He's held various environmental positions with the State of Florida as well as the private consulting sector. On the personal side, Adams owns and manages a 94-acre private conservation area.  He's very active with contemporary land resources stewardship and ecological restoration. He also offers natural history educational programs to all ages through reenactments of William Bartram and John James Audubon. In 1995 he received a Tree Farmer of the Year Award, and in 2000 he received the Daughters of the American Revolution Conservation Award.  In 2004, he received a $5,000 grant from the U.S. Fish & Wildlife Service for long leaf pine restoration. In 2006, he received Conservationist of the Year Award from the National Wild Turkey Federation. Bio: In addition to being a CEP, Joe Atchue also is a Certified Hazardous Materials Manager (CHMM). He has BS degrees in biology and marine science from Southampton College, and an MS in biology (aquatic ecology focus) from Old Dominion. Joe is an Associate at Booz Allen Hamilton in Washington, DC. and has more than 20 years of consulting experience in environmental science. He has extensive experience in coastal zone management, evaluating options for national hazardous waste management systems, establishing environmental management systems, developing guidelines for the safe management and disposal of hazardous waste, and institutionalizing environmental impact assessment. Examples of guidance he has prepared include estimating closure costs for hazardous waste sites, community management of mangrove forests, and reviewing permits for Sub-part X permitted hazardous waste management units. He has more than ten years experience working on international projects including work in Bangladesh, Georgia, Kazakhstan, Macedonia, Mali, the Philippines, Russia, Senegal, and Thailand. Bio:  Dr. James Baker, CEP is an experienced environmental project/program manager with a background involving RCRA and CERCLA, environmental site assessments, and cleanup of uncontrolled hazardous waste sites according to federal and state regulations for soils and sediments.  Dr. Baker has more than 34 years of experience in the environmental area related to freshwater, marine, and estuarine monitoring of sediment and water quality; ecological risk assessments of aquatic (freshwater, estuarine, and marine) and terrestrial environments; determining effects of contamination and site development on ecological receptors; performing aquatic toxicity studies (surface water and whole sediments); directing water quality and environmental compliance studies; application of wetland regulations to industrial compliance; performing wetland delineation and restoration; and other environmental studies.  Dr. Baker has experience in working with sediments and water quality projects in both the Gulf of Mexico and Pacific coast of California.  Dr. Baker also participates in the American Society for Testing and Materials Committee E47 on Biological Effects and Environmental Fate that develops toxicity testing guidance for toxicity evaluation of sediments, soils, and water quality.  (updated Winter 2005)

Bio:  Bert Bates, CEP has been active in the environmental discipline since 1972.  He is currently the Manager of Environmental, Health and Safety for Calpine Natural Gas Company LP located in Houston, Texas.  He is responsible for all EH&S activities for both onshore and offshore properties located in the United States, Canada and the Gulf of Mexico. 

Mr. Bates has over twenty years experience with exploration and production (E&P) environmental operations in most of the producing states in North America and has conducted thousands of environmental assessments on producing facilities.  The first ten years he worked for Sun Oil Company, the remaining years have been with Pacific Enterprises Oil Company, USA and SCANA Petroleum Resources, which was later purchased by Kelley Oil Company.  Prior to the E&P business, he served as Chief Biologist for the Department of Water Resources in Houston, which is now the Texas Commission on Environmental Quality or TCEQ. 

He has served on numerous environmental committees and has been the President of the Water Environment Association of Texas and a Director for the Water Environment Federation.  He is currently active in the Gulf Coast Environmental Affairs Group, Gulf Coast Safety and Training Group, SPE, NAEP and ASSE.  Bert is a Certified Environmental Professional (4/25/92) and holds B.S. and M.A. degrees in Biology from Sam Houston State University.  (updated 2003)

Bio: Steve Becker, CEP, is the Senior Environmental Scientist / Planner for ASCG Incorporated, the largest Native American engineering and architectural firm in the United States. Mr. Becker has more than 10 years of experience providing professional environmental planning, management and technical services in Alaska, including over 6 years as an environmental project manager. Steve has been in responsible charge of environmental permitting, permit reviews, and compliance inspection for a wide array of construction projects in both urban and rural Alaska. He has extensive experience in completing environmental impact assessments and preparing environmental planning, permits, and NEPA documents. Steve has designed and implemented public involvement plans, environmental impact assessment strategies, and environmental solutions for a variety of community and land use planning efforts, agriculture, transportation, utility, and community improvement projects.

Steve received his BS in Natural Resources Management from the University of Alaska Fairbanks (UAF), and has taken advanced coursework in plant and soil science and environmental engineering at UAF and the University of Aberdeen, Scotland. Bio:  Richard (Rick) Blank, CEP is a senior engineer at Mactec Engineering and Consulting in San Diego, where he directs environmental compliance projects for Navy/Marine Corps installations for Southwest Division Naval Facilities Engineering Command.  Major projects include updating and consolidating various contingency plans at the Marine Corps Air Ground Combat Center in 29 Palms California into an Integrated Contingency Plan (ICP) and preparing the Environmental Compliance and Protection Standard Operating Procedures (ECPSOP) for the Marine Corps Logistics Base (MCLB), Barstow California.  Other projects have included preparing an environmental training and education database and updating hazardous waste characterization profiles and database for waste classification at MCLB Barstow.

Prior to relocating to San Diego, Lt.Col. Blank directed projects for CERCLA investigations and remedial actions at Beale AFB in California.  Work included remedial design and/or remedial action at 6 sites and closure of 48 sites with closure pending on additional 16 sites.  Projects included engineering, investigations, in-depth site characterizations, risk assessment, feasibility study, preparation of EE/CA and closure documentation, data gap completion for public health assessment, annual groundwater monitoring, groundwater remediation by natural attenuation (RNA) studies, administrative record update, and support of USAF geographic information system.

Prior to working for LAW, Lt. Col. Blank planned, directed, and staffed the first environmental management office for Air Training Command (ATC). Bio:  Dr. John Cairns, Jr. CEP Emeritus is a University Distinguished Professor of Environmental Biology Emeritus at the University Center for Environmental and Hazardous Materials Studies, located at Virginia Polytechnic Institute and State University in Blacksburg, Virginia.  Cairns received the PhD and MS from the University of Pennsylvania, an AB from Swarthmore College and completed a postdoctoral course in isotope methodology at Hahnemann Medical College, Philadelphia.  He was Curator of Limnology at the Academy of Natural Sciences of Philadelphia for 18 years and has taught at various universities and field stations.  Professional certifications include Qualified Fishery Administrator by the American Fisheries Society, Senior Ecologist by the Ecological Society of America, and the Academy of Board Certified Environmental Professionals.  He has received numerous national and international awards and fellowships.  He has served as president of the American Microscopical Society; has served on 18 National Research Council committees, two as chair; and on 14 editorial boards.  The most recent of his 60 books are Handbook of Ecotoxicology, Second Edition, 2003; Ecological and Sustainability Ethics, 2003; and Goals and Conditions for a Sustainable Planet, 2002.  (updated Winter 2004)

Bio:  Michael J. Capacci, CEP is the ESH Manager for ITT Industries in Glencoe, Ont.  Mike holds a Bachelor of Science Degree from Niagara University in Biochemistry, and a Master of Science Degree in Chemistry from the University of Tennessee at Knoxville. 

Mr. Capacci relocated to Canada in early 2004 from Rochester, NY where he was employed on a contract basis for many years at the Eastman Kodak Company.  He also operated his own private consulting business for many years.  Projects included hazardous waste classification and management, ISO14001 compliance program development, and development of audit protocols.

Mr. Caputo has conducted, directed or consulted on over 1,000 Phase I and II Environmental Site Assessments and compliance audits throughout the world.  He has investigated and remediated soil, sediment, surface water and groundwater contaminated sites throughtout the US.  He has testified as an expert on envirnmental issues in trial, at depositions and hearings.  He has served as consulting expert to attorneys involved in criminal investigations of alleged violations of environmental laws.

Mr. Caputo's experience goes beynd directing the environmental due diligence process.  As a businessman and former chief environmental officer of a publicly held corporation, he recognizes the importance of developing cost effective ways of managing environmental risks.  He has successfully assisted clients in evaluating alternatives and selecting approaches for dealing with environmental risks and then "selling" these approaches to regulators, lenders, auditors, etc.  (Updated 2001)

Bio:  Len Cardoza, CEP, is the Manager of Port Dredging Programs for the Port of Oakland.  He is responsible for navigation within Oakland Harbor including maintenance dredging of the Port’s marinas and berths and coordinating with the Corps of Engineers for Federal channel maintenance dredging.  Len’s most ambitious project is constructing channel and berth deepening as well as other harbor improvements to accommodate vessels requiring 50 feet of water to safely navigate.

Mr. Cardoza is a former District Engineer of San Francisco District, Corps of Engineers.  After retirement from the Corps of Engineers in 1994, he spent two years with a consulting engineering firm focusing on coastal engineering, wetlands restoration, dredging, and improvements to marinas, ports, and harbors.  Len joined the Port of Oakland in 1996.

Mr. Cardoza holds a Bachelor of Science Degree in Biology from the University of Santa Clara and a Masters of Science in Administration / Wastewater Management from Central Michigan University.  He is a Certified Environmental Professional.  Len is also a graduate of the United States Army Engineer School and Command and General Staff College. 

Mr. Cardoza is affiliated with the Hazards to Navigation (Underwater Rocks) Work Group - San Francisco Harbor Safety Committee, the California Marine Affairs & Navigation Conference, the Society of American Military Engineers, the Bay Model Association, the Western Dredging Association, the Bay Dredging Action Coalition, and the Bay Planning Coalition.  His passion, after family and career, is recreational sailing.  He is a fourth generation native Californian and resides in the City of Oakland with his wife, two daughters, a giant white poodledog, two guinea pigs, and goldfish.  (updated 2003)
