Emily Gulick, CEP-IT

Emily is an Environmental Planner at Jacobs Engineering Group. Although located in San Diego, California, most of her environmental experience is at the federal level implementing NEPA.  Emily has supported a wide range of projects including large-scale and highly controversial EISs to small-scale expedited EAs for a variety of federal clients including NASA, DoD, and NSF. Emily also leads the National Association of Environmental Professionals (NAEP) Environmental Justice Working Group. Emily has a B.A. in Environmental Studies and a B.A. in Geography from the University of Colorado Boulder. 

Karen Waller, CEP

Ms. Waller is Vice President of the Environmental, Range, and Sustainability Services (ERSS) Division for ManTech International. Her division has a staff of over 8 people and provides the Department of Defense (DoD) with integrated military operational, analytical, sustainability, and environmental planning expertise. Ms. Waller has been working with DoD customers for over 28 years. Since 2005, Ms. Waller has been the Program Director for the U.S. Navy‘s Range Sustainability Program. She has been working with the Navy on range sustainment since 2003. Ms. Waller‘s expertise includes managing National Environmental Policy Act compliance efforts in support of environmental programs for the U.S. Armed Forces as well as commercial space launch clients. For over 28 years, she has managed the preparation of highly complex environmental planning documents for her DoD and commercial customers. Her experience also includes providing technical support in meeting Federal, state, and local environmental compliance requirements.

Ms. Waller joined SRS Technologies (acquired by ManTech in 2007) in 2003.  Prior to that, she was a Vice President at The Environmental Company, Inc. (TEC) where she provided strategic leadership and guidance to multi-disciplinary teams in the fulfillment of various DoD and private sector contracts. Ms. Waller earned a Bachelor of Science in Public and Environmental Affairs from Indiana University and a Master of Business Administration with an emphasis in Environmental Management from Ashford University.

Jason Biemer, CEP
Certified: July 28, 2021

Jason has been a professional water and wastewater operator since 1999, holding a class A water and Class B wastewater operations license from the Texas Commission on Environmental Quality currently.

Currently Jason is the Operations Director for Alliance Regional Water Authority, based in central Texas.

In his spare time Jason enjoys weightlifting, hiking and volunteering with the Texas Master Naturalists, as well as the Small Business and Local Government assistance group within the Texas Commission on Environmental Quality.

Katie Dunbar, CEP-IT

Katie is an Environmental Scientist/Project Manager with six years of experience working primarily on HTRW and MMRP projects for federal clients. She graduated from North Carolina State University with a B.S. in Environmental Technology and Management and minors in Environmental Toxicology and Biological Sciences. She currently works for DAWSON in Denver, CO, but is originally from Charlotte, NC. During her free time, Katie enjoys hiking, cooking, painting, and reading suspense novels.

Stephen Sweeney, CEP-IT

Stephen is an Environmental Sustainability Professional with 5 years of accomplishments and experience in the Federal government, local government and non-profits as well as in the private sector, as a government contractor. He has a diverse set of skills including, GIS, NEPA, ISO 14001, program management, coordination, collaboration and communication.

Since 2017, he has supported the Environment and Energy Branch as the Environmental, Health and Safety Manager remotely as a Federal Contractor for the Transportation Security Administration (TSA). In 2021 he was promoted to EMS Manager, overseeing all sustainability programs at TSA. As part of a diverse team, Stephen helps conduct environmental audits, manages the branch’s sustainability initiatives and implements NEPA reviews.

Stephen earned the Certified Environmental Professional In Training credential in June, 2021 and holds a graduate certificate in the National Environmental Policy Act (NEPA).  He earned a Bachelor of Science in Environmental Studies from Michigan State and a Master of Public Policy from American University, focusing on climate change and sustainability.

Karynn Sebesta, CEP-IT

Karynn Sebesta holds a Bachelor of Science in Geology from Minnesota State University, Mankato. Presently, she works as an associate consultant with WSP and specializes in environmental due diligence, site investigation, and remediation. Karynn’s expertise includes conducting transportation corridor Phase I Environmental Site Assessments (ESAs) in Minnesota, ranging from 0.5 mile to 9 miles in length; conducting Phase I ESAs for a variety of commercial and industrial properties throughout Minnesota, Illinois, Indiana, and Texas; conducting environmental due diligence and liability reviews; and serving as a project geologist for several petroleum remediation. Additionally, Karynn is responsible for ensuring a petroleum refinery remains compliant with all aspects of their Resource Conservation and Recovery Act (RCRA) Hazardous Waste Permit, and supports development of work plans, reports, and correspondence to Federal and State regulatory agencies under the Permit.

Brice Nieto, CEP-IT

My name is Brice Nieto. I am an Environmental Specialist and Wastewater Supervisor with several years of progressive experience focused on wastewater collection systems, surcharge programs, sanitary-sewer-overflows, and treatment plant process upset investigations. I have additional knowledge and practice with Technically Based Local Limits, Standard Operating Procedure write-ups, investigation reports, data analysis, in-field investigations, and sampling per CFR 40 136. Prior to this, I worked in the hazardous waste field. Where I dealt with EPA, DOT, DHS, and TCEQ hazardous waste regulations, paired with High Hazard Chemical stabilization and detonation. In this role, I supervised a team of field chemist and CDL drivers while generating hazardous waste manifest, Land Disposal Restriction forms, waste stream profiles, and supervising Household Waste Collection events per CFR 40. I have a B.S in Chemistry from Sam Houston State University and am currently enrolled in an M.S program for Environmental Policy and Management from American Public University. My hobbies are whittling, website designing, motorcycle repairs, horticulture, and playing T-ball with my son. I look forward to meeting other Environmental Professionals and gaining more knowledge to better improve myself.

Thi went to school for a BS in Environmental Science with a concentration on Sustainability. She currently works for the BLM in Palm Springs California as a Realty specialist with a goal to be an  Environmental Professional for the BLM in the future.

Nicholas Sovner, CEP

Nicholas is an environmental consultant based in Helena, Montana, with 15 years‘ experience working primarily on environmental permitting and remediation projects. His background is in soil science, botany, water quality, and geographic information systems; and as a consultant he assists clients on a variety of project types involving mine, wetland and storm water permits, environmental site assessments, NEPA documents, and brownfields redevelopment. He holds a B.S. in Rangeland Resources and Wildland Soils from Humboldt State University, and an M.S. in Land Resources and Environmental Science from Montana State University. Nicholas takes pride in being able to implement practical solutions to environmental problems that allow the private sector and regulatory agencies to find common ground. He works with local, state, and federal agencies, non-profit economic development authorities, as well as the oil and gas, mining, and renewable energy industries. When not at work he can be found fly fishing and spending time outside with his wife and four children.

Carol Snead has 30+ years of experience in NEPA compliance, environmental permitting, and planning. Clients have included federal, state, and local agencies. Project experience includes environmental impact assessment and documentation (EIS, EA, CE) for major infrastructure projects for transportation, oil and gas development, energy transmission, land development, and military facilities.

Christina is a Senior Environmental Consultant from Golder Associates and is currently based in Singapore. With over 15 years in the environmental, health and safety field, her roles have included specialist, program and project manager and team leader in a range of assignments including environmental site assessment, contaminated land assessment and decommissioning, environmental and social impact assessment, strategic environmental assessment, due diligence and compliance audits based on country regulations and international guidelines which comprises International Finance Corporation Performance Standards, World Bank EHS Guidelines, Equator Principles, Organisation for Economic Co-operation and Development Recommendations. She has delivered projects across Asia and Australia and in various sectors including infrastructure, oil and gas and mining, with significant experience in the power, manufacturing and international finance.

Laura Gibson, CEP

Laura is originally from Nashville, Tennessee and received a Bachelor of Science in Environmental Science & Technology from Middle Tennessee State University with a Minor in Political Science. She has lived in Southwest Florida since 1998 with both environmental and GIS related work experience for a local non-profit and local municipalities. Her experience includes assessing all types of development and land use projects for compliance with local, state, and federal codes and regulations in regard to listed species, native vegetation protection and preservation, landscaping, sea turtle nesting habitat compliance, pollution prevention, hazardous material storage tank management with associated spill response plans and training, and GIS data development, analysis, and mapping for environmental and National Flood Insurance Program projects.

TJ Engstrom presently works as Director of Emergency Services for Clean Harbors.  Since joining in 2010, TJ has held a multitude of roles supporting corporate preparedness and response, compliance and business development.  Currently TJ is responsible for North America’s Response Preparedness Programs, which includes emergency event management, OSRO compliance and strategic response partnerships.  TJ has a B.S. from Montana State University-Department of Engineering, and 15 years of professional experience in Emergency Response Management within the Public and Private Sector.

Currently providing his expertise to implement the CEMP (construction environment management plan) at both the site along with the Environment aspect/impact assessment for all activity. His experienced covered Environment monitoring from sample collection to analysis as per international USEPA methods with providing effective consultancy to pollution abatement and management.

Emma Argiroff, CEP-IT

Ms. Argiroff is a planner who specializes in environmental review and regulatory compliance. She primarily develops National Environmental Policy Act (NEPA) documentation for FEMA hazard mitigation projects and assists with the permitting efforts for a range of projects, including the Klamath Dam Removal Project and a local stormwater retrofit. She’s been working at CDM Smith for three years. She earned her Master of Urban Planning (MUP) at the University of Washington and B.A. in Environment at the University of Michigan.

Jonathan Tatman, CEP-IT

Jonathan Tatman currently serves as a Senior Project Manager for Janus Global Operations, a Caliburn Company managing programs in support of CERCLA, RCRA and MRP tasks such as preliminary assessments, site inspections, RI/FS studies, corrective measures, and remedial designs for federal clients such as Department of State and the US Army Corps of Engineers – Huntsville. He earned his undergrad in Project Management from Columbia Southern University while serving in the United States Navy facilitating the ongoing efforts to safely and efficiently conduct MPPEH clearance activities. Jonathan has authored and lead Mercury and Lead Abatement mitigation projects for Superfund sites to include remedial activities for the removal of heavy metal contaminates in waterway sediments and upland soils, alongside the safe removal and disposal of MPPEH in cooperation with Federal and State regulators.  Jonathan was awarded the Purple Heart and Bronze Star with Valor alongside qualifying as an CBRN SME, Radiation Worker, and Environmental Health and Safety Supervisor.

Ryan Davis, CEP-IT

Ryan Davis completed both his undergraduate and graduate degree at Montana State University in Bozeman, Montana. His graduate research was within the Comparative Biological Risk Assessment Lab under Dr. Robert KD Peterson. The focus of the research was insecticide and human health risks related to mosquito control products. Ryan graduated with a Master’s of Science Degree in Entomology. While working in the graduate research lab, Ryan learned some important skills related to air quality dispersion modelling and joined the consulting world in 2007 as an air quality specialist with ICM which is an ethanol plant design firm. After leaving ICM, Ryan started his tenure at Electrical Consultants, Inc (ECI) which is a nationwide T&D engineering firm. For his first 6 years at ECI he worked as an environmental planner and permitting lead working on transmission line, substation and renewable environmental projects. In 2014, he was promoted to lead the environmental team at ECI. He currently oversees the environmental group comprised of project managers and GIS specialists at the company.

Digser Abreu, CEP-IT

Digser Abreu is currently a Senior Environmental Planner with the NYC Housing Authority (NYCHA). She focuses on overseeing the NEPA, SEQRA, and CEQR reviews for new construction and rehabilitation projects which leverage public-private partnerships. She helps secure billions in funding for energy efficiency improvements and health and safety upgrades through her role. Outside of NYCHA, Digser works alongside city and community planners and architects to support initiatives that enable quick recovery and resilience. Digser is involved in preserving public housing, creating affordable housing, and increasing community autonomy through strategies that uplift and build local capacity.
